Default EGR Valve

I am in the process of replacing my fuel injectors on my 91 corvette and had to remove the EGR valve to get out the fuel rails. I decided to check the EGR before replacing it and I can't tell if it's good or not. When I compress the piston and hold my finger over the vacuum it holds as it should. However, when I let it go and it seats, I can put my mouth over the hole with the piston and I can blow a small amount of air through it.

Should the EGR valve seal completely or should there be a small amount of blow by?

The EGR valve should seal off when the piston is in the non vacuum position. It's common for the EGR valve seat to have carbon deposits which hold it open. The more it stays open the worse the car runs, especially at idle, so it needs cleaning or replacing.

My old EGR Valve off of my "91" holds vacuum with the tube sealed off and with the piston in the down position and I blow air through the tube it is sealed fine but, it caused my SES light to come on and display a code 32.

I replaced the EGR valve even though it seemed to work correctly and everything is fine now.
