Either the solenoid is shorted or you've got another short that is constantly delivering power to the starter. If all else fails, have it towed to my shop

The solenoid may be bad or as agent86 said the contacts may be welded together. A cause of welded contacts can be low voltage, so be sure to check the battery and charging system too.
you may also want to check the retainer at the end of starter drive throw. If retainer is broken the drive can ride over the ring and stick keeping the solenoid engaged.
