The seats are not hitting the rear deck back - just a stop of some kind.
Yes they move forward - but the same way with or without hitting the angle tab - about 2 inches - the movement is the same as if you were going to hit the full foward tab to access behind the seat.
The seatback angle adjuster does nothing on either side as far as I can tell.
The bottom seat cushion comes off real easily in my '96. Just a metal clip to the seat bottom on front center. Once the cushion is removed the mechanism in question is fully visible.

Awesome tips - how many vehicles have a single clip and walla the seat cushion is out-of-there. That is nice. Now where can I get a new seat cushion Does the back come off as easy???

THANKS guys for the tips on the "recliner" thing - actually I just figured out they both work. Travel is minimal. Guess I was expecting something like you'd see in newer vehicles. I gotta remember this is an '84.
The upper cushion has 4 clips 2 on each side that a wire secures behind. Two in upper section and 2 mid section the way to remove is to compress the cushion from one side at a time till you feel them pop out. Lots of people have made a tool out of a wide screw driver with a V-notch cut in the middle to press agains the wire makes it much eaiser.
