When is the anti-lock brake system activated? I've slammed on the brakes a couple of times (dry conditions) and have never felt the anti-lock kick in. I don't usually drive it in the wet, so I haven't had any emergency situations yet.
On Mine if I absolutely JAM on the brakes at about 40 mph, I can just barely feel the ABS start to kick in. When I am in a parking lot that has icy spots it works all the time. On dry roads I have do do some major braking or braking and hard turns to get it to kick in.
What year is your car btw?
To really see/feel the ABS kick in, go on a deserted gravel driveway or road, drive maybe 10 mph and just try and lock the brakes, youll feel the abs go nuts in the brake pedal.Please test with caution and care and not roads with trees on the shoulders or cliffs.

Mine used to be the same way...the front tires were way too much biased on brakes.
I replaced the proportioning spring in the master cylinder with one from DRM, it completely cured that issue. Now it only ABS's on pavement with gravel if I am doing high speed braking/turning, other than that, it stops on a dime with no ABS needed. In fact, on dry clean pavement, it just stops no matter how hard I nail the brakes.
