OK I went back to it and re checked prom, it was in right, Then reconnected neg term and all of a sudden the car came back to life. Sorta> The electrical system went on, the instrumental screen on. I put that key into the adl and the fan went on, strange. but my problem with no check engine light and fuel inject fuse that controls those light banks is still no go. But when I put the key in I heard the computer start up, sounded like anyother computer. It also sounded like it was trying to re-boot but kept going in a loop. If the car is doing all that, and I go to start it, It blows some fuse or something. but if i play with the neg batt term connector it seems to reset itself. so thats where I stand now. brought a smile to my face to see the lights and all go on. IF ITS POSSIBLE I DIDNT DO DAMAGE AND SOMEONE COULD WALK ME THRU, ..WELL YOU GOT A FRIEND FOR LIFE.
These ECMs don't make any noise, so I'm not sure what you're hearing. Check all the fuses and the ECM connections. Be sure there are no bare wires around the ECM shorting out.

Anything you would hear, is the fuel pump in the tank running for a few seconds after ignition on, and possibly some clicking from any relay in the car.
If a relay, maybe from the ABS system?
Have you done some code reading after the ECM install?
Clicking could also be from alarm system and will cause a no start condition. Too many variables to help too much at this time. Also the computer itself does not make any noises, there is nothing inside to make noise unless it is fried and components are burning, I hope that is not the case.
