96 Convertible lots of rain now there is an 1" of water in passenger pan/footwell. It's seems to be clear - maybe with slight brown color but not coolant I think.
Possible leak sources?
Doesn't seem to be coming from the heater, front firewall surface is dry..
What to check?
Drain tubes that go from the water collection area at the bottom of the winshield. Had the same problem with my 94.
You are probably gonna have to take the passenger's side "gill" off to get to the rubber hose. Mine was clogged with mud, twigs, leaves, etc. Amazing how much stuff came out. There are supposedly 2 or 3 of these rubber drain tubes. I have only cleaned out the one on my passenger's side.

I'd like to know what years they started with those drain tubes that are accessed on the inside. On my 89, there are non. Just the one behind the battery, center of cowl, and behind passenger outside fender piece.

Looking into the cavity, I cannot see a drain hole which would have a hose. Its easy to see the ones on the driver's side.

Reach down with your hand just forward of the door hinges. Feel for a rubber tube that's about the size of your thumb. Grope around until you get to (or near) the bottom of the tube, and give it a squeeze or two with your hand. It'll probably break loose and a lot of water will gush out (so don't wear your dress shoes while you're doing this).
It's a common problem and a very easy fix. But I'd strongly recommend you remove the seat and the carpet from the floorpan on that side and get it dried out ASAP before the mildew gremlins get started. There are only four nuts that hold the seat in, and it's not hard to remove it and the carpet. You'll need to sort of work the carpet out from under the adjacent carpeting panels on the center console, and the speaker grille on the other side, but it's not very hard to do. Use a shopvac to suck out as much of the water as you can first (after removing the seat), then yank the carpet and lay it out to dry in front of a dehumidifier, if possible. Be sure to provide adequate airflow above and below it while it's drying. A fan to stir the air will also help.
same problem, 96 coupe; there's three (four?)drain tubes approximately 1/2 inch diameter in the cowl area; all were plugged to some extent; these I was able to clear from outside the car. Later, when I removed the passenger side gill I found another drain tube from the bottom of the A/C plenum; this tube is more than an inch in diameter and was completely clogged.
If the floor got wet under the carpet you probably should remove the carpet to dry everything better. There is a rubber covered jute mat that covers the transmission tunnel and it will wick water up from the footwell and won't dry because the carpet is rubberized underneath.
........when I removed the passenger side gill I found another drain tube from the bottom of the A/C plenum; this tube is more than an inch in diameter and was completely clogged.
Here is a pic...red arrow is pointing at the main drain tube.....same location on all the C4's I believe.
What you should also do is pull the blower motor and look inside to make sure all of that is clear. I believe you can see a drain hole if you look through the resistor pack hole at the top of the EVAP box.
Another place you can get water is if the sealant inbetween the hood seal has failed. It could let water get in the EVAP box which will get into the car.
I had several places where water was pouring in past the hood seal into the engine bay when I ran water on the windshield. So, I pulled the hood seal off. Cleaned all the old sealant off. Bolted it back on, and resealed it with Urethane.

Also mold can form & become smelly.Check coolant level to be sure it is not coolant leaking.Get a small dehumidifier & put inside vehicle(assuming you have a garage) & have windows just cracked to allow heat to escape.After everything is dry,check weatherstripping for rips,tears,being worn(flatness),missing,etc.Did water leak inside vehicle when washing car?It leaks in mine even though its a small amount.Any evidence that water is coming from above dash?-dried water marks on door panel,dash,etc?
Is there any way to use a piece of string trimmer line to clear the blockage? I've used it on other cars with sunroofs, and it works great.
I'm in the process of buying a 93 vert, and I'm taking copious notes.

On my 87 carpet felt dry and when I pulled it up, all the padding under the carpet was damp. I dried it out and wondered if a window was down or cowl was leaking.

It sounds more like a firewall leak. As I believe if water spills on top of the carpet, it stays on top of the carpet. But I could be wrong.
Best thing is to check the 3 drain tubes. And make sure the EVAP box isn't clogged. You should see a puddle on the ground after a while with the car running and AC on.
Another thing is pull the kick panels. And run water all over the windshield and look to see if you can see any water trails running down the firewall. Also check the fresh air door area.
Another place you can get water is if it is getting past the windshield. Which would drip down from the A pillar plastic trim. Or some have reported the bottom of the windshield wasn't sealed all the way, letting water in from there.

I could not pull it out from underneath the cowl and could not get my hand to it from above either, tube seems to end right above the rocker panel.

Are you talking about the drain tube behind the battery coming down from the cowl? You should be able to squeeze it to get the crude out unless a large object is in it. Might could try sticking a pipe cleaner up the tube.

Yep, happened to my 94 coupe. You need to take off the grates that sit below the wipers and "snake" out the tubes. You can do this with super thick weed wacker line or "70" lbs test line works too. once they are clog free you need to wash them out with fresh water to clean out the crap. You can see the pass and driver's side tubes if you open the hood and look back into the corners. Drivers side is easy to see.
The tubes are not open at the bottom like a hose, they have a flap to keep bugs out.
Arround the rear decklid on both sides of the car is a trough with a drain hole. If it gets cloggedwater will overflow to the inside of the car behind the seats ... which will flood the floorpan. Doesn't look likely but it's true. You can only see the drains with the top down. (and deck lid open)
