Default e-brake

I just bought a 96 special edition, 34,000 miles, 6 speed. The previous owner thought the cable was cut, but upon inspection all is intact. It apparently needs adjusting, but my mechanic did not see a way.

Anyone have experience with this?

I believe it self-adjusts by engaging/disengaging it several times. What is it doing/not doing?

I don't think I still have the instructions that came with my new E-brake handle.

You can leave it normal or remove the small screw to make it adjustable. Unless you remove the screw, it will not self-adjust.

If they still don't grab, it could be that the rear brake pads are worn out. Otherwise, there is a procedure to adjust the cable. This thread lists it in general, though some steps aren't applicable since your car doesn't have separate shoes for the parking brake. There's a better thread somewhere with drawings from the FSM, but I can't seem to find it:
