Default c4 headlight motors Help

Does anyone know if the headlight motors are suppose to have power running to them all the time? Even when the car is not running (key off) and headlights are turned off, the wiring harness has power going to one of the three wires. I'm trying to track down something draining my battery. I think the horn relay is bad and draining the battery, because the horns started blowing nonstop so I unpluged them but they are still drawing power. So I took out the relay, and now it is holding a charge, but I just want to be sure about the headlight motors.



One of the motors is bad and the harness going into the housing was melted. Could the headlight motor relays be bad causing the full time power and that caused a short to melt the wiring?

There should be power to the headlight activator, constantly. When the headlight rotates, the internal limit switch, inside the activator, stops the motor when the end of the travel is reached. Power remains at that open switch until the power is sent to run the motor in the other direction. The other limit switch stops the travel in that direction, but as before, there is still power available at the open switch. FSM
