cooling fan

I have a cooling fan that starts when i put the contact, even with a cold engine, is it normal ?

Usually indicates a problem with the ECM; memcal loose , bad connections , etc

what would be a good cost effective way to access the ecm codes and do some troubleshooting ? buy a code reader with aldl interface or just buy an aldl cable and connect it to a computer ?

See this link for the paper clip method. Many fault codes will cause the cooling fan to run continuously with the key on. For best results use the correct Factory Service Manual to troubleshoot the codes you retrieve.
