I think he means like this, to give you a little more stroke when maxed out.
remove material from the bottom of the cranks rod journal, keeping the journal round, thus making a smaller diameter crank journal, and needing a smaller rod journal to make up the difference.
I am familiar with offset grinding. We did that back in the late 60's when Chevy went from the 2.00" diameter rod journal to 2.10" We gained something like .080" to .090" stroke increase by offset grinding a 2.10" diameter rod journal back to take the earlier 2.00" rods. Of course that reduces the journal diameter, but I can't imagine how that makes the journal any narrower, other than what may be added for a wider fillet radius.

now i have been told by some knowledgeable people that a 454 size engine will not fit in my car due to engine bay constraints, is that true, or is that dart block different, or are they just blowing smoke up my ***?
That block IS different. But tell your friends that there are quite a few BB C4s running around. It isn't a bolt in like with a stretched SBC, but it DOES fit.

The dart SHP block I don't think would be too bad to build. It uses standard parts (like an oil pan) and the block is what 2k. Last I looked you could get a 427 superlite rotating assm (4.00 stroke, 4.125" bore) for a SBC from flatlander racing for ~1800-200. So you would be looking at 4000 for a 427 shortblock. Or do a 3.850 stroke...
(I will say, that some have reported the crank for the 427 fits (4" crank) without clearancing but Dart doesn't say so specifically (They say a "3.75 with iron rods", if you are wanting to look around, you could get to the bottom of that quickly...)
