No failsafe mode. When the ECM wants to turn the fan on, an "on" signal operates the fan relay and the fan comes on. Power to the fan relay comes from a fusible link behind the battery and thence to the motor.
You have a second and unrelated electrical problem IMHO.
We have replaced the ICM, Coil, Plugs, and a bad Coil Wire, we have noticed that when the car temp hits 207 it shuts off and when it cools down it starts back up fine. We noticed that the secondary fan fuse was blown, and upon checking the fan. The motor was no good, so we unplugged it, and should have the new one today.
You have replaced a lot of parts in common problem areas. I suggest that you get the engine to quit and then check for fuel pressure, injector pulse and spark.
Sounds like an ignition problem but until you know for sure, it will be hard to get a good direction. Could be ECM or opti but that is a flat out guess.
