Drill and tap a 3/8" hole. If you have a good eye and guts, try it in the car with the heads on.

Thats scary. How many bolt holes are there to mount bracket? If you have a bolt hole above & below that missing hole you should be fine.I personally would not drill into head

would just having two bolt really do the job your would the torque from the engine cause the bracket to rock back and forth

There is no maybe. This is kids stuff.
It is a piece of cast iron. Drill it, tap it and be done.
Thats what they do when they make blocks and heads.

Try it and see. If it snaps off, you will know.
GM put the holes there in the later years to accomidate the modern brackets. If they engineered for it, they likely need to be there.

88+ L98's are known for cracking the A/c bracket with all the bolts installed , especially if the braces are left off
