How do I upload Pictures ?

I need to know how to upload pictures to a New Post from my PC?

I went to FAQ Section and it said to Click on "Manage Attachments" and a window will open for uploading. I can't find it anywhere.??

Help !

If you're not you have to use a site like photobucket in the link.
