I went through some of the same issues with my 91. Pull the cluster and check that the digital display board is seated well into the circuit board. The tach issue sound like a failed component in the cluster which I also wen through the same problem.
Clusters are available on ebay and that is the route I went. Has been a while but I got a 94 for less than a hundred and swapped out my 91 cluster but reused the 91 display in the 94.
Is it the same cluster as a 90? I have removed all the guts from my 90 dash to go to Autometer gauges. I have the tach and the speedo parts if you want them I will send them to you if you pay the shipping. If you want to dare take yours apart and try these you can have them. I have them laying around collecting dust somewhere.

Let me gather it all up and we will see how much room it actually takes up. If it is just a few bucks I will just send it to you.
I will snap a couple pics before I send it so you can see what all is there.
can someoen who has done this answer this,,if i buy another cluster instead of getting mine fixed will the mles read my miles or the new cluster miles?
Miles are stored in the CCM on the 91, you can plug and play with another cluster.
I just sent mine off to get repaired at southern electronics. will post back once its installed....
hopefully the LT1 cluster will work properly in my 91.
im about to tackel removing mine,,do i have this right?you have to remove the outer trim and the headlight swith ,,,then the silver cover underneath and the two screws holding the steering wheel and then the cluster?sounds right?any advice

Once you remove the 2 bolts holding the steering colum up the whole thing will lower so you can remove the cluster. It's only a 1 hr job total.
Tony,
It seems like all 90-92 vettes and fbodies had a bad resistor installed. On thirdgen.org a thread was started on 4-13-06( 90-92 tachometer fix) if you are handy you maybe able to fix yourself

Do you think the chances are more so that the cluster has failed rather than the tachometer filter?
mine has a couple problems,, first the rpm starts about 2500 not o ,,,the display fades out ,cant read it,,,and the oil temp and water temps stay way low,,,,,
