Try it with some help. Have a friend push down on the stuck side and hold it down. Pull release and hold release all the forward and have friend pull up on stuck side at same time. Check for alighment of pin and make sure it's lubed.

Now try it with the hood closed. 
A friends 87 stuck a while back. It took about 5 minutes to bend a steel rod I had laying around and 10 minutes of fishing around under the hood until it opened. Not bad overall.
It helped that we could use my 92 to get the correct distance to the latch. Notice the black stripe on the tool? That tells you how far in to insert it.
