I would like to change a M10X1.5 threaded hole in an alloy wheel to M8X1.25. This is to replace the centercap locks on 88-89 wheels. The original M10 set is no longer available and the nearest replacement is M8.

Most owners that I've seen just cut a slot in the keyed face of the bolt head and attack it with a large flat bladed screwdriver from then on instead of using a key.
No problem if your going to go with a hair larger bolt just drill/tap threads to recieve the new bolt. Use a smaller diameter bolt and you'll have to fill the hole a bit.
Yes, my problem is, I need to use a smaller bolt size. I was hoping there was an insert or adapter that would change the hole size. Something like a helicoil.

You may be able to install Heli coil thread inserts to get to the smaller diameter required for the 8MM bolts.
Check what drill size is required to tap the threads for the 8MM heli coil. If the diameter of the existing threaded bore in the wheel is smaller than the heli coil thread tap your good to go.
This information should be available on line.
I'm not at the shop today, am unable to check thread charts & give you the #'s.
Another option: get allen head bolts & paint them to match the cap.

Churchkey's answer is by far the best.
There is really no load on the threads it just holds the cover on...so you might just fill the hole with some JB weld drill it then tap it to what ever size/thread your after.

I did a search and tried to find the info about helicoils but could not. But then I am not familiar with them so didn't really know what to look for.
The allen head is the old standby. That is what I am trying to avoid. Since it is a no load and just anti-theft. I was trying to keep close to original.
Mcgard made the OE set and discontinued them. Now the closest is the M8 size bolt. Original sets run $180. replacement type is <$20.
