I have an '84 with the electronic panel, and am wondering how without the car running if you can tell that it is working properly. When I turn the key on, the whole thing lights up and stays bright. Should it remain like this or start to monitor sensors before the car starts? What would cause it to not monitor anything and to stay fully lit. Thanks.
Are you talking that it never comes out of the system test (digits are all 8s, guages full deflection) or is it just very bright after initializing? If the guages are reading but just very bright with no adjustment thru the light switch, you have a sensor failure. Look for a red bar next to the reading (it's called the tell tale) if it is red you have a sensor failure. You can get rid of that by selecting another reading type (oil temp to oil pressure).
I will have to take a picture and post it I think. I dont see any numbers though. Everything is just really bright and at its max. I am talking about the speed, tach, fuel etc behind the wheel. I dont know what the other should look like in the center. This is my first Vette.
Since you live in the "sunshine" state my first guess is your LCD panels are burned by the suns UV rays (sun burn) from over exposure to sunlight. On a non sunburned panel - when the cluster is "off" all panels should apear to be black in appearance until the cluster is turned "on". Aftermarket reproduction LCD panels can be found on flEaBAY for a mear $300+ shipping for the 3 panel set. In the mean time, put on a pair of "polarized" sunglasses and see if you can read the LCD digits any better...this should help depending on degree of UV burn your panels have sustained.

No no no, when the car is fully off (key to off position) the screens are blank. When I turn to the Accessory power on the screen is bright and everything is maxed. Should it be this way or should it do that then go to normal?

So your numbers look like digital 88 and the bars for the Tach and speedo are all illuminated??
IF so, power is getting it somewhere and voltage is getting to all the LCDs at the same time.
I'd start at Batee.com again. I've not seen this exact problem so I'm not sure if he addresses it....but it is worth trying.
Just think this....the black liquid crystals are supposed to block the light from coming through the colored lenses.....when a tiny electromagnetic field is generated from voltage...the crystals move to one side allowing the light to shine through.
Why would your crystals be moved to one side all the time??
I would suggest looking to see if the dash connectors are all the way on. Probably the simplest way is to remove center control cover and look to left of the air conditioning ducts to see if connectors are all the way. From there if you need to you can get a skinny finger in the to push both connectors on, just make sure.
