I have a C4 that the windows will not roll down or up. You can hear the motor run and it sounds like they are clicking. What went wrong??

Early C4s had a window ribbon, sort of a plastic conveyor belt that pulls the window up and down. You have probably worn out the ribbon. Some guys replace the ribbon, some convert to the newer regulator.

Would both of them be doing it? How can I tell if the ribbon is worn out or not even attached?

You need to take off the interior panel and have a look inside the door.

If the ribbons are bad, go ahead and upgrade to the newer style regulators, you will be much happier with the performance. Newer setups are around $200 new each and usually about $100-125 used. It isnt hard to convert, just sometimes a little tedious adjusting the window.
