I figured out that the defrost valve must be stuck and I see by my book that it is located on the left side of the center vent. Can I access it by taking off the center console or do I have to take off the drivers side console also?
I have everything off, including the digital instrument cluster. I still can't see or find the vacuum control for the defrost. It looks to me like the entire dash board (top pad) has to come off? Otherwise the entire dashboard has to come off? I had my wife (small hands) feel around back there, but nothing. Any suggestions?

I think I would take the top dash pad off. Then you can see from above. You'll be able to move the defrost door from there.
Most likely you have a vacuum leak, not a valve problem. That's the problem I had. The vac lines under the controls fed some mice.
Patched them up and everything works great
