Engine needs a few things to start and run
Spark
Fuel
Compression

And most important, timing. Both ignition and cam timing.
Spark plug firing order being incorrect is the number 1 problem encountered during an overhaul.
If you are lucky, you crossed some wires.
Or, the distributor is off a tooth or more.
Valves overtightened allowing compression to bleed off is another, as well as not properly timing the cam.
Was the cam degreed in by the assembler? If so, strike that off the list.

The dash blanking out is likely a ground wire you left loose, or did not connect.

Were all the ground wires reinstalled to the back of the engine?

On my car, leaving off one of the ground wires from the driver's side of the block in front of the oil filter will result in a blank instument cluster. Pull the plugs and squirt a little oil in each cylinder and turn the motor over. Stop cranking the motor with the fuel pump running until you find the cause of no spark. You have newly honed cylinder walls and you can easily wash them down while cranking with fuel entering the cylinders and your rings will never seat. With the cylinders lubricated, pull the fuel pump fuse and figure out your electrical problems until you have a spark while cranking. Then get the fuel pump going and it should start. Make sure all the distributor wires are connected as well as the harness going to the ecm behind the distributor.

Top of bellhousing bolt has a ground attached to it. The wire is easily broken or not reinstalled. This causes blank cluster.

On my LT1 I accidentally tightend the rocker arms down to tight leaving the valves open. No compression! It had the same symptoms as yours. Set the rockers correctly and it fired right up!
