I have a 1986 with a Bose stereo. When I turn the car off the display is turned off (not sure if it is supposed to stay on but it sometimes does) When I turn the radio back on it goes to 1:00 and comes on at am and doesn't remember what I have programed.
Should the display remain on in clock mode when the car is off?

sounds like it's wired wrong. When the key is off, there is no display.
Is this a new problem?

Not new problem...just one that has annoyed me enough to do something about it.
Just now was checking it out. Had the key in the ignition and on. Turned the bose radio off and the clock stayed on...but didn't change...continued to show 1:01 for several minutes.
Sometimes it will stay on and other times will go off. Sometimes only a few lights on the display remain on. Had swapped radios and will do the same thing.
If your courtesy lights are working, than maybe someone has wired the clock power to a switched source. Clock and memory are powered by the CTSY/CLK fuse, which is always live.
The clock integrated circuit is drain bamaged. Also another circuit in the radio that looks at the on off switch and the headlight switch to determine if the radio dial lights should be on is also drain bamaged.
