Default Shift points on a 93

It is shifting at 36-3700 rpm, w/car in OD and at WO.
Tranny was rebuilt about 25k miles ago and I just started noticing the problem and the TV cable was just adjusted and it shifted about 3400 before adjustment.

So, is the govenor the only other culprit?

Tranny shop did put in the wrong TC, put in a 2300, instead of 1800.

Nobody knows if the govenor and TV cable are the only 2 things that control shift points??

Lighter weights in the governer will help increase wot shift points. Numerous companies sell kits (B&M and others). Pop the cap off and prepare for some trial and error until you find the right combination. You may need to play with the springs too.
