Are 3 brackets on late L98 compressor .
Long one from back to exhaust bolt.
Short one down to fuel pump block off plate stud
Your spare bracket runs from front inside of compressor bracket to top water pump bolt

What years had that brace in the red circle? My 89 doesn't have that brace.
I know mine has that long brace going from the top of the compressor to the exhaust stud. But do you have a pic of that short brace you are talking about that is down to the fuel pump block off plate stud?
As a note ,
because of the p***weak design of the bracket and the compressor offset from the engine, GM had to add all the extra scrap metal to stiffen it up .Note the strength / size of the LT1 accessory mounting bracket
Because they are " delete" options for some people when reinstalling A/c ,many future owners have problems with A/c vibration not knowing the factory braces are missing.
I sold one guy a compressor because he thought his compressor was bad because of vibration.In talking to him ,I mentioned the braces.Sold him the two smaller braces which he fitted to his original compressor and problem went away

Thanks. 89 must not have that. As I went out and looked again and there is no hole there by the tensioner for a brace to bolt onto. Plus, that area that brace bolts to looks different on my 89.
Do you have a close up pic of the bottom of the AC Compressor where that center brace is bolted at? As I wonder if my 89 is even supposed to have that. Right now, there is just the end of the bolt sticking out from the threaded hole in the bracket. I'll have to get a pic of it later.

I will have to go out and look again and take some pics. As when I was out there, I felt around the bracket where that coolant hose goes through. And I couldn't find that bolt hole.
I checked my 89 out again. And there definitely isn't a hole there for that brace:

Maybe the brackets were a production change to solve the vibration problems I mentioned above
When GM had problems they weren't about to design a new bracket so they the added the braces

Based on your pics, it looks like you'd have to pull your waterpump. (At least I don't see enough stud to double-nut and extract it as-is.) If/when you get that stud out, you could install a longer one, drill the hole in your A/C bracket, install a longer stud at the top right of your fuel pump cover and you'd be ready to go.
If you could get that wpump stud out (w/o removing it), the mod seems like it would be fairly easy. (Assuming you can get your A/C bracket marked for a hole easily enough.)

Yeah, I figured there wasn't enough stud left. I'm not gonna worry about it. Not really worth it tearing it apart to get that brace to work if it never was there from the factory.
