I think i will replace the cats as well as the egr this weekend and next weekend replace the rad and water pump.

you could try to unbolt the cats and see if the problem goes away and visually inspect them for broken catalyst.also sometimes when cats get clogged it will cause the manifolds to glow when held at higher rpms.you could try that when it gets dark outside.

Do this.

also you can buy the pipes with pre cats in them. I think it is 350 for the front Y.
and then a new main cat. like 150ish.

I would not allow a shop to hack on it. My car was gutted when I got it. The dealer (mom and pops) had cats welded on and it had been a headache till I got rid of it.
