Lesson 1: Oil filters aren't designed to be torqued on. Hand tight, plus a little more, that's it.
I have a set of vice grips that have the ends like the channel locks above. It'll get it off no matter how tight. Got it at harbor freight if I recall.
Spin on filters (at least on SBC) are designed to be spun on until the gasket touches the mating surface and then 1/2 to 3/4 turn more (its usually printed on the side of the filter)
In my expererience even a 3/4 turn is WAY less than HAND TIGHT....
The only time I end up using a wrench for filter removal is if some HACK installed the filter TOO TIGHT
