Then I guess I have a problem with my headlights or headlight switch.

Either way, I am agreeing with hooked073.

The early 84-89 C4 Headlights, operate exactly as hooked073 described. Your headlight switch and lights are working correctly.

Fellow Arkansan, my '92 behaves in the normal way, P-lights on, headlights down. I agree that yours is defective.

Now you have parking lights, and can run your "fog" lights too...w/o flipping the head lights. Lazy-man's way.
Thanks Tom that works, but I would like to fix it though

Yep, you guys are right. In my haste, I mistook the quote that Jon originally quoted. Thinking that the quote was talking about headlights opertating as the OP described, I said what I did...which was incorrect. My bad. Jon's headlights ARE working correctly. Sorry.

Yeah....me too. I'll get to it eventually. Glad that tip worked for you. It's a tide-me-over, at the very least.

Well after much trouble rebuilding the headlight actuators I was able to get everything back together and as an added bonus now the headlights pop up when they are supposed to. Yay!
