Help! Dash cluster on Car Won't Start

Help! Dash cluster on Car Won't Start
94 LT1 Coupe
Drove to work this morning and everything was fine. Got to work, turned car off and the engine shut down but I noticed the dash cluster was still activated. Cranked the car back up and turned it off again. Engine shut down again, dash cluster stayed on. Tried to start the car again. This time, nothing. Car will not turn over. Turn off and take key out, dash still on. Pulling the negative cable off the battery to reset everything does of course kill the dash, but when the battery is hooked back up, the dash comes right back on and the car still refuses to start. WTF??

ouch......
Fusible link has burned/broke......causing a short....maybe just a wire is broken.....something is shorting out causing a malfunction.

Looks to be an issue with the ECM or more accurately the connections to the ECM. I went back out after it had sat for a couple of hours and hooked the battery back up. 
Same results. Dash comes alive, no crank. Took the battery cable back off, removed both of the connectors from the ECM and put them pack on. Re-attached battery and 
vroom. Fires right up. Sheesh. Go figure.
