The purge solenoid is a common failure part, but there is only one correct way to troubleshoot any code, follow the fault tree in the factory service manual to eliminate other possibilities.
A quick test would be to check resistance across the two pins of the solenoid, if the reading is infinite (open) the solenoid is bad.

Yep, that's the way. As I understand it you'll need a scan tool that can command the solenoid to turn ON in order to run the full tree. Of course you'll need a digital volt meter and a vacuum gage too. IIRC the tree's not too complicated but does call for at least one specialized tool.
I'd also check all the vacuum hoses for leakers, disconnected, blockage, etc.
