Sounds about right to me. That's just about where I expect an 89 ZF to land. You might have 10hp/10tq still left in the tank if everything's not completely tuned up.

Pull the frisbee, install March #4425 U D pulleys, cut the air lid, remove the precats if you can. Go to dual outlet OEM style mufflers. Pickup @ 30 more HP.
1.6 rockers showed a decent gain on my L98. I was in the 230whp range with exhaust bolt ons and then with stealth ram/1.6 rockers i jumped to 254whp/315wtq but was running abit lean. Probably had 260/325 or so in it.
