91 L98 extremely high idle. Ideas?

New EGR valve
Runs like a scared rabbit! BUT AT FULL THROTTLE!!!!! It will not idle down. The throttle body is completely closed, it is NOT wide open.
I was extremely careful to mark all the sensors, hoses, wires etc. No parts left over and all wires connected back to where they were originally. Although I had the throttle body off I did not mess with the Idle control motor as I had cleaned that about a month before and it idled normally then. My tach is way off so it is pegged out anyway and I am unable to tell what the rpm is.
The only thing that remotely comes to mind is that when I finished putting the intake together I realized that I had not run the TV cable inside the driver's side runners. I did that after the fact by loosening that runner. I had to push very hard on the TV cable "housing" and even tapped it with a hammer and large metal bar in order to get it to squeeze through the opening between the front SLP runner and the fuel rail. The squarish housing that sits just behind the bracket for the TV cable is a bit scuffed but not deformed or anything.
Any ideas?
I am really happy with how strong it sounds at full throttle though - hell that says something about those Bosch IIIs anyway.
