Needing help with '89 ECM Communication

I have a Snapon Solus Pro scanner and when hooked up to the ALDL connector it will not communicate. However when I short with paper clip, I get the code 12, (no DTC)

I'd like to get the Solus to communicate, (to view the data stream), but don't know where to start. Fuse? Wire Harness? What/where should I check?

Did you select the right vehicle according to the menu?

I just looked at the manual, and there is a trouble shooting guide in the back of the book.

It has a list of things to check.

Yes Key,

I selected the correct vehicle, however i don't have an '89 owners or service manual, so I'm going to look at the Solus manual now for the troubleshooting guide.

That unit should do OBD1 with no problem.
