GM says to depress the throttle a little, while held that way, start the engine, release pressure on the throttle and let the engine idle 5 seconds. Shut down the engine for 10 seconds the restart the engine normally. Times corrected by me per FSM.
I looked up the times and they're now shown correctly, above.

That's the last part of the L98 procedure.

I took that info from the 96 Vette FSM.
I just checked the link you posted but didn't see the IAC adjusting procedure that I listed earlier. The link you posted is primarily about the TPS. What did I miss?

I read the linked post a couple of days ago. After re-reading, I realize the info is incomplete.
My 89 FSM, quotes steps 2 thru 9 (under the "Procedure" section of the post I linked). In my FSM, steps 2-9 are the prelim steps before the IAC reset.
After step 9, the steps you posted, Jake, are to finish the IAC "reset". I guess the real question is whether it's necessary to fully retract the IAC before performing the steps you posted. (That's what steps 2-9 in the linked post accomplishes.)

Unknown. I didn't see any mention of jumping the ALDL in my 96 FSM.
I do recall using the jumper method on the 86 Vette I use to own.
If it was me I'd pull the IAC, disassemble it and inspect the air hole and/or pintle for blockage or a broken pintle spring. Clean the throttle body while you are there. It's a very simple procedure.
