Based on very little information, and given the PKE is a self contained module within itself with few external inputs, I would say the PKE receiver is probably defective. Your key FOB is probably OK, the receivers generally go bad.
The PKE lamp is driven by the PKE receiver itself and when it lights for the 2 second test, that is the software and firmware of the PKE electronics performing its own start up self test. There is not much outside influence that will affect that test.
This is basically an educated guess and my opinion. Further tests and checking would involve a much more in depth troubleshooting and probably removing the top pad which has to be removed for replacement anyway.
Regardless, a FSM and diagnostic skills will probably be required for this repair unless you just want to go for it and replace the PKE receiver right off the bat.
Also, the PKE has its own built in self test. But since it seems like the PKE is not working, and the light stays lit all the time, the test is useless since it uses the light as a diagnostic output.

We had the same thing happen on our '94. Found out it was the PKE receiver that had croaked. We never did replace it (although I have one waiting in a box) and eventually the light burned out.
Wife does not want it replaced and she is quite happy using the key. Go figure........
