Going to need a Tech 2, most generic tools only read codes, some might read even data but almost none a bi-directional and can command the EBCM.
I see you're in Florissant, I live an High Ridge and have a Tech 2. What are you needing to cycle the BPMV for?

I want to cycle the ABS valves while flushing the brake system so that fresh brake fluid gets to the ABS modulator valves. I think there might be crud in the valves because I had to take the car out on a rainy day to try to engage the ABS. That worked and I want to flush any debris out of the modulator.

If your ABS is functioning properly, then just doing a standard brake flush should be more than adequate, the amount of fluid in the BPMV is so minimal that cycling the BPMV during a flush is unnecessary.
