Default No voltage at tps ???

I've had a problem with the idling on my stock "85 when cold and I don't think it's really responsive enough at any time. Cut a long story short, I asked for advice on another thread and checked the voltage on the top 2 wires on the TPS.......no voltage. There's 0.44 volts between the top and bottom wires (if relevent). I pierced the top 2wires with the sharp multi-meter prongs and I'm sure I did this correctly, had a few attempts, no voltage.......2 Questions
Can there be no voltage between these 2 wires ?
Does no voltage here mean I require a new TPS ?

Thanks Guys, Ryan

There are three wires at the TPS ... one is a ground wire , black ... one is a reference voltage wire from the ECM ( 5 volts ) gray , and the other is the signal wire back to the ECM telling where the loud pedal is , dark blue ... this is the one you check for setting the TPS at closed throttle , engine off , ignition on to read .054 volts ... this one should be the middle wire out of the TPS colored dark blue ... the ground wire should be black ... the ref voltage wire gray ... you should only read voltage at the non-ground wires ... you can use the TPS ground wire for setting the TPS or use the engine itself ... its best to use the harness ground because thats what the ECM is using

This voltage should be 0.54 volts +/- .08 volts throttle closed ign in run or engine idling.
