I just purchased a rebuilt power steering pump for my C4 (86) Vette. The new pump did not come with a pulley. The pulley on the old pump looks like it is pressed onto the shaft. I did a search on-line, and it looks like there is no place that sells a pulley for a power steering pump.
Rent for free a power steering puller and installer from Autozone.
Get the puller/installer kit to transfer the pulley over to the new pump.
You can either rent it (with returnable deposit) or buy it outright for around $30 at Autozone. I'd call beforehand to make sure they have it in the store first. Oreilly Advanced and Pepboys also rent and sell these tools. Even Harbor Freight carries one for around $25. So you should be able to find one locally and not have to order online and wait for it in the mail.
The Autozone unit is OEM brand Part# 27031
It is the puller and installer in the same kit.
I've used the OEM kit. I was quite impressed with the quality and feel of this unit.
