I think you can do better cost and performance wise with a custom engine. As stated above, talk to TPI421VETTE (Jim). He's building a 396 for me now. I'm getting higher quality parts, quality machining that can be trusted and a lot of expert advice for just a little more than the crate would cost. This engine will be a serious 500 Hp torque monster.
Are you making this a track only car? I would imagine passing smog would be out of the question.
For me I just can't see myself spending that kind of money on a custom engine and not even be able to drive the thing on the street with tags or pass smog while having to trailer it hours away to the nearest track just to run it. I envy those who live in inspection free states that can run whatever they want.

This will definitely be a street car and emissions legal. Jim has built several with this combination and they have passed. Increased displacement is not a smog issue. My Super Ram intake and AFR heads have the CA E.O.s. The 221/230 cam is not radical enough to cause a problem. You can have power and be legal.

My doubts where the actual HC and CO readings still being within allowable limits of a stock motor with a larger cubes making that kind of power assuming it's all motor.
If that motor really makes 500+ HP and passes smog (visual and analyser) with no problems I would be very impressed.
You can run up to about 224 intake duration and pass emissions if the lobs sep is 112 or greater. And adding cubes (to a point) won't hurt the emissions either. Lingenfelter had a emission legal 383 super ram engine they used to sell. I did a 421 that would pass emissions and it made 416rwhp and 438rwtq. And a very efficiant set of high flowing heads will also help make more power without needing alot of cam.
