the question I have is, I have a 350 engine out of a 76 model truck and was thinking about using the short block to build a 383 for my 84 vette but I'm not sure if I can use the block?
You should be able to use that block. The SBC engine has not changed for the most part in years. BUT.....you would be better off in finding a roller block to build up your engine. Or look at Summit. They have a GM short block 383 that has many more parts than their short block ZZ4.

He means a block that is designed to accept factory roller cam and lifters. They are usually a 1 piece rear main seal motor yours is two but you can get around that.
Another option is (look up Durango Boy in the C3 tech section) he has a pdf on using the V6 roller lifter setup that will work in your block with minimal mods. uses a .5 shorter pushrod. Unless youre going real radical dont see why you couldnt do that.
A roller block is set up to use hydraulic roller lifters and a cam set up for the same. You will get more power from this setup. You can convert the block you have to to this but it will cost you for the machining. There are three bosses in the center of the lifter valley that have to be drilled and tapped. You would have to purchase the special lifters that don't allow the lifter to twist in the holes and the "spider spring" that holds these in place.
