Do I have a bad display?
? It starts out green then starts to change in color to a brown at 20 kph. By the time it’s at 45 mph it’s all brown, then if you look up at around 70 mph its back to green. Is this just the transparent screen that has discolored or is it a bad cluster? Note; I just put in all new bulbs and sockets.

You really should "know" what the problem is before ordering repair/replacment parts to minimize cost/down time.
The existing "overlay" in your cluster is already more "blue" in color than "green". The current cluster illumination effect just looks "green" as a result of combination of the "yellow" light waves (halogen bulbs) and the "blue" color silk screened on the "overlay". If you took your cluster apart to check the stock "overlay" for damage you would have seen what this is all about.
Don't expect a drastic color change if all you do is install the new blue "overlay".
If you want more of a "blue" effect can change your backlighting bulbs over to the more "white" light Xenon style bulb. Xenon bulbs were installed from the factory on the '89 'vettes since they figured out that the halogen bulbs installed in the earlier years were not such a "great" idea in the compact "atari" style cluster.

Here are the after photos; the display is not as bright in real life as the pictures, just the way they came out and each segment looks perfect. When I first started this I was hoping that the discoloration was in the over-lay, (wishful thinking on my part) as I’m going through the interior and part of that was to get the digital dash fully functional, most the bulbs were burnt out, stripped holes in the plastic housing that hold to bezel on and while I like the digital dash, I saw different color overlays while leafing through a Corvette catalog which “hooked” me on the blue back ground, (also replaced the center information screens as they had dents and scratches on them). So the total cost for just the digital dash was; approximately $260. Hundred for the overlay, hundred for the LCD, $30 on the bulbs & sockets as they were toasted looking. Last $30 bucks was for a neat kit that repairs plastic; just pour in the magic powder in the stripped hole, add the chemical, (smells like methylene chloride), and let it dry for a day, next drill and tap and your done. So from here on no more having to set-up the GPS to read vehicle speed!
Remove the headlight ****
Remove the bezel covering the digital dash
Lower the tilt wheel
Unscrew the tilt lever
Remove the five 7mm head screws holding the digital dash in
Tilt out the digital dash to give access to unplug the two wire harness connectors
Now the digital dash can come out all the way
Sit it on an old towel or type of soft cloth facing down
Remove a bunch of 7 mm head screw and the metal back comes off
Under that is two stacked "electronic circuit cards" held in by; you guessed it more 7 mm head screws
After they are out, you're at the level where you can see the assemblies that make-up the layers of light blocks/diffusers/overlay/and LCDs.
Now if you’re not sure about taking this apart; then don't as you can break things like LCDs
, no disrespect meant to anyone just hate to see someone have a bigger, meaning more expensive problem. And in this thread is a link to someone who can repair these. If you want to do the work yourself do a search for working on digital dash as there is an excellent thread that has good detail. Check your center display LCD for any defect, I found them for 100 bucks
; the blurry pictures don't do it justice. I was trying to hold the camera steady with one hand, with one finger on the shutter release while turning the ignition on with the other and then snapping the picture before the majority of the lights turn back off from the test mode so you can see everything lit up. The overlays I bought come in a pair, top and bottom and look perfect, just like the picture in the catalog.
