When I bought my 89 coupe it had tint on the windows. In NJ you can't pass inspection with side tint. I peeled it off, used a window-tint removal liquid but still had a film on it. I've used everything from windex to rzor blades and lacquer thinner and there still is a film.
Anyone have an idea what I should try?

There's no pieces left to pick or scrape, it literally has a film on it. It feels like it should come of, it's not scratched into the glass but it is a film that I can't get off.
If you have all the plastic tint off and the glass still looks shaded look for a shaded glass marking on the window bottom along the door. If it is some kind of factory shading I think they have to let you run it. Or some of the tint painted itself to your glass. Or the last guy had the glass smoked to tint it.
There is this stuff from 3M that really takes glue off very well. 3M General Purpose Adhesive Cleaner. I think I got it at the local auto parts store. Still need to use a scraper of some sort. Let it soak on, scrape off, repeat.
They also sell rubber wheels you put on a drill, but I have never tried those.
Not to go off track but for the OP. Just so you know, new inspection laws in NJ. Its emissions only. Effective Aug.1,2010. I took two cars through with tinted windows and they passed. All they are concerned with is if the check engine light is on

I heard about that, unfortunately I did this over a year ago...just my luck.
i had the same problem you had with tint being too dark.
i went to walmart and bought one of those little hand steamers for 30.00 bucks and had it all off in 15 minutes. it did not damage the rear defroster lines either. it was quite easy and no residue either.
