S.O.S. I'm new to the community as a proud C-4 vet owner; however, as I try to find my way through the in's and out's of trying to do-it-yourself, I find myself struggling. Suggestion #1, always state the year of the car, lots of differences between 84 and 96. At the very least fill out your profile so we have a hint.
Suggestion #2, purchase the correct factory service manual for your car, it will be the best money you ever spend, usually pays for itself with a single repair.

On my 89, I could hear the horn relay working when the button was pushed. My horn (only one on it when I bought it) ended up being completely rust impacted. It would not work when 12 VDC was applied to the terminal, had to be replaced.

Year of the car would really help as this type of problem can be year specific.
If by some chance your car is an '84 then your horn circuit gives power to your cars "security system".
