I just filled the radiator with a coolant/water mix and went for a test drive.
It's about 88 degs outside, the car ran 167 - 171 degs on the parkway. I drove for about 10 miles crusing at 70 - 80mph, the temp never went above 171 degs.
Around town and at an idle, the temp hit about 190 degs.
If the black plastic ***** are just spinning, they little clip has moved. They are studs that are slid into the cross support. They sit in a keyhole shaped hole so if they are just spinning, you may be able to slide them to the right and pop them right out.

Yes, long skinny screwdriver under the filter housing to stop the flat metal tabs that are supposed to fit into certain slots. Takes forever but you can get the screws out. Also they turn hard by nature.
When I was done, I drilled holes in the tabs (which you will see when you finally get those hold-down screws out) and used a sheet metal screw to secure them to the radiator shroud. Pop rivet as mentioned might be a cleaner answer.
