Lower vacuum with big cams at idle is normal. Fuel pressure should increase as vacuum decreases. When you apply throttle I asssume your vacuum is increasing and therefore lowering fuel pressure.

........ I disconnected and plugged the vacuum line to the adjustable fuel pressure regulator ... Air Fuel Ratio fluctuation was solved with no other noticeable affect ............

In a no load situation (neutral or park) the vacuum actually goes up when the throttle is cracked. It goes down under load.

I also disconnected the vacuum line to the adjustable fuel pressure regulator. Everything works fine, no problems what so ever...

when cracking the throttle idle/park there is very little to no load, and vacuum will increase.

As vacuum is increased the fuel pressure will be lower (de-cell), when nearing zero vacuum/high load and at WOT, pressure increases. If you remove the vacuum line, pressure will remain the same across the board. When doing this, and the car actually under load (driving conditions), you will probably need to do some tuning. De-cell should become richer and possible not enough fuel at wot.
