Long hose over side of tank and down to bumper ?
Disable canister purge in the tune.
I am pretty sure the EVAP Charcoal Canister is NOT in your engine compartment it is located on the right side underneath the bumper cover. Just behind the right rear marker lamp assy.

L98 and even LTs are in the left headlite well. Right under the headlite assy next to the cornering lamp.

I think they started putting behind the bumper in 91 or so.
