Default Header Bolts

When I bought my 94 it had already had short tube headers installed by the previous owner.

Last night I removed the headers to gain access to the head bolts. I noticed that many of the bolts were barely more than finger tight. One was even missing. Is this a typical issue with aftermarket headers? Or just lack of proper torquing by the installer? Despite the looseness of the bolts I did not have any leaks at the header flange.

The bolts are a bit on the rusty side and I don't want to resue them (the long larger diameter stud ones are OK). Is there a preferred set? Should any kind of loctite be used? I'd like to install bolts with allen key heads since I believe that will be easier then a socket due to the very limited space and primary tube interference.

Recommendations?
This is a 1994 LT1 w/ unknown brand short tube headers.

I had a problem with the headers staying tight on my 1974 Pantera. I finally used Stage 8 locking header bolts and have had no more problems.

http://stage8.com/gm.html The tear drop shaped retainer can be cut, as mine are, to fit around the header. They are 12 point, allen key center.
