set timing per factory spec to 6*btdc. take the car to get state inspection and it fails, guy says its because my timing is set to 14* so i take the car home and check the timing, its set at 6*..... am i doing somehting wrong or is he retarted,,,, he has one of those fancy timing lights with the dial on it, i have a plain jane autozone inductive timing light.....

I would trust your simple light before I would his. To solve your immediate problem take it to a Chevy dealer, explain your problem and ask for a timing check. I'll bet the Service Manager will do a check for free. If I am correct this will be the only thing you will ever get for free from a dealer.
Just a hunch, but did he check your timing with oyur distributor connected to the ecm or did you set the timing with the lead connected? If the distibutor is not disconnected when checking or changing base timing, it will be different.
I took the car back to him and brought my timing light. I showed him it read 6*btdc, he scratched his head. I asked him how he came to 14* he said he thought each notch was 20*... and he also had the dial on his fancy timing light in the wrong place.
I don't really like people touching my car, I am this cars mechanic, this just re affirmed why
sounds like the idiot falls into the "room temperature IQ" segment of society. he really should be flippin' burgers instead of performing emission testing, but then again, i really don't want him touching my food either...
Make sure your o2 sensor(s) and air pump system is working good, did you get the engine nice 'n hot for the test? You might have to run it hard down the hiway before you test it. If everything is good like compression, vacuum, tune up parts, & clean injectors, you might be looking at a cat converter issue.
