Probably not a big difference on a '95. The earlier Z07s have the 13" front brakes that the non-Z07s don't have, so with the earlier cars the Z07s have better brakes. All '95s have the bigger front brakes, so there wouldn't be any advantage in terms of brakes on a '95.
I don't think the springs are much stiffer on a later Z07 if they're even stiffer at all. The thicker sway bars wouldn't be too much trouble to add if you wanted that. Z07s also came with FX3 adjustable ride control but that was available on non-Z07 cars, so the car you're talking about may even have that. The FX3 is nice, especially if you race the car, but for most driving situations the change in settings is almost unnoticeable and it's just one more thing to break.
Unless there's a specific reason you want a Z07, I wouldn't pass up a nice car just because it doesn't have that. I would think it would be much more important to get a car in great shape that's been taken care of, in the color you like at the right price. All the Z07 parts, with the exception of the FX3 system, can be added fairly easily anyway. Considering how few Z07s were made, you'd probably have to look a long time to find the perfect Z07 car!
