96 in diagnostic mode

96 in diagnostic mode
When I get my '96 into diagnostic mode (grounding terminal 12 in dlc connector under dash) it cycles through the modules but skips PCM (module 4) and RTD (module 7). It also skips PCM and RTD when stepping through modules manually. I am having problems with the transmission, air conditioner and sometimes starting. Do I have a bad PCM?
