My upper vents don't work. I can feel air on my legs, but nothing is coming out of the upper vents. I don't have electronic climate control and the vents dont' work with heat or the A/C.
If you mean the face level "facia" vents, you need to tighten the vacuum hoses on the 5 way "T" fitting which is located on the firewall under the drivers side dash. You will have to remove the knee bolster panel, lay on your back with a flashlight and look up there to see it but it's there!! I just had this done to my car.
The problem might also be a bad AC programmer, (black box the 5 way connector attaches to), a bad controller (Buttons you push), or a bad vacuum actuator, or a stuck valve. I hope your problem is as simple as the previous post (mine has not been that simple). The service manual has quite a bit of info in 3 or 4 seperate sections that may help you. FrankLT4CE
Before going to all the trouble above, look under the fuel rail cover on the passengers side. There's a check valve in the vacuum line right there that deteriorates really badly. Most people I've seen with the problem you described fixed it by replacing this plastic valve. :)
My 94 was the same way when i bought it, I am assuming a 96 would be pretty close. There is a plastic vacum T fitting with a little ball in it. I'll call it a ball valve t fitting for lack of name. It lays at the rear of the manifold under the fuel rail covers on the passenger side. It is probably less than 5 dollars and a very easy fix. Mine was hard and cracked, hopefully this is what is wrong with yours.
