After the factory adjustment I think they seal it to put off the casual mechanic so you will take it to the dealer.
Just curious, did you adjust the idle screw for some reason? Folks think they are doing the right thing by adjusting the idle at the screw but there are other things that may be the reason for low or high idle. You need to check your TPS, the IAC and check for vacuum leaks.
I recently adjusted mine for the first time in 25 years because I had idle problems (dying at idle). I think the linkage bends over time from the spring tension. Also, it looked to me like the end of the adjusting screw was kinda mashed.
I got a Renegade and didn't like how the idle was adjusted when I got the car back. It seems like the screw is pretty loose and would turn unless I did something.

I know what your saying , mine was pretty loose also when I adjusted it after putting in my 383 engine..It probably would have never moved, but to make sure I just put a drop of a low strength silicone sealer on the threads when I was done with the idle adjustment procedure. For your engine to run properly you can't just set the idle screw, you have to use the adjustment procedure outlined in the FSM. As soon as you turn that screw you also change your TPS setting which has to be reset... I believe there's also a copy of this procedure on this forum somewhere..........WW
That procedure is only good IF you are dealing with a stock car. When you change the command idle or other parameters, I don't think that procedure works well
